The report on the Russian segment of IT-outsourcing continues the series of research publications on the peculiarities of national ecosystems of innovations in the BRICS countries. (The series opened with the work of Dr. Vinod K. Jaine on IT – outsourcing in India and China). The report reviews the segment in the broader context of IT industry and argues that Russia hold a position which is rather unusual for an “emerging market”. Russian companies have succeeded in development some world-class finished software products and quite often they act as purchasers, not suppliers of IT-services on the international market. The changing situation in the external politics and internal economics brings both risks and opportunities for the Russian companies on the international software market. If the new opportunities are fully explored, Russia can emerge as a stronger conceptual center of global software innovations, developing the successful products for emerging market.
